It depends what you're talking about. If you mean a blurry background, then sure. If you mean the "miniature" style photographs, then no - that requires what's called a tilt/shift lens, which tends to be expensive. You can fake it with photoshop or similar, though.
As for background blur, any lens can have a very small 'range' in focus. It's called the depth of field. The 'more' depth of field, the 'more' of the image is in focus.
There's a number associated with the lens called a "maximum aperture", which just means the size of the hole that light goes through in the back of the lens. The smaller that number is, the 'blurrier' the background. The kit lens' aperture is f/3.5-5.6. There are two numbers in this case because the size of the hole varies depending on the zoom.
Oh, and for heck's sake, don't buy it from best buy. Amazon or newegg.com will be far, far cheaper.
